LM5017: Feedback resistors result in incorrect output voltage

I have a customer who is using the LM5017 with Vin=54V and a desired Vout of 5V. Max current for their application is 100mA. Their lower feedback resistor is 1kohm. They tried a value of 3.16kohms for the upper feedback resistor (Rfb2), but they measured a Vout of 5.4V. They then used a 2.87kohm resistor for Rfb2 and they got Vout=5V. This doesn't seem to make sense according to equation 2 in the datasheet. This setup should give them around 4.84Vout, but instead they measure Vout=5V. Do you have any ideas as to why this could be happening?
