Hey Michael,
These optional signal routes are for a version of the device that is unavailable currently, specifically the top-most dashed signal.
The middle dashed signal is actually implemented for 0C temperatures. On the available version of the charger, the <0C and >60C comparator outputs both feed into that OR gate which disables the charge when flipped to 1.
