TPS74801: Enable signal threshold voltage

Hi team,

   I have a question about TPS74801 enable signal threshold voltage. on data sheet, Ven_high voltage level is 1.1V(min.), 5.5V (max.). 

Does it mean Enable signal need 5.5V to turn on VR sometimes? When I design voltage divider on EN pin, how many volt is required to turn on VR? is 1.1V enough?
