You are correct. The time it takes to clear a thermal shutdown fault by toggling the INx pin consists of the time it takes to switch it from high to low and then from low to high. Since the IN pin can go from low to high almost instantly, we can say the duration would be 12.5ms (typ) with a minimum of 10ms and maximum of 15 ms.
