TPS54821: Power cycling delay issue due to SS/TR pin

Hi team,

i have a customer using the device and is noticing that if they try to restart the power supply 1-2 seconds after it has been powered down, it can take 10-20 seconds to restart. we suspect the SS/TR pin as it is sitting below 100mV which struggling to restart. 

we noticed that by removing the 0.01uF SS/TR pin cap, it solves the issue.

Is it fine if we simply do not populate the SS/TR cap?

what are the possible consequences?
