]I am using TPS82130 in inverting topology. Vin = 12V, Vout = 0V, Gnd = -5.5V. Is there any issue of exceeding the limits for the input (Vin max =17V), does the inductor saturate and lead to spikes in the output ?

To the device , if the GND is -5.5v, the input voltage will be Vin+|GND|.
Not recommend to exceed the Recommended Operating voltage (17V for VIN pin).
Recommended Operating Conditions/ voltage is for which the devices intended to be functional.
