The waveforms only show VREF, REGN which are just DC values and PH. Instead, when there is no battery connected, can you take a waveform of VCC, PH and SRN?

Looks like there is no switching happening at all. From the waveform, the VCC signal is DC at 5V, but on schematic the signal for input is labeled as 24V. With the charge regulation voltage of 16.8V, there would be no way to charge the battery with a 5V input, as this is a buck charger, so converter will be disabled as it will detect SLEEP mode. If converter is disabled, then HSFET will not turn on, so PH will be tied directly to battery (through RSR and inductor). As you are measuring 0.8V on both PH and SRN, then this makes sense.
Please revisit your results, as there is an error somewhere.
