I want to realize,"USB_connected" and "VBUS=5V" and "external device to 2100mA"

If Setting of Truth Table are CTL1:1 CTL2:1 CTL3:1 ILIM_SEL:1,

is it possible?

The configuration that you have listed will support a CDP supporting downstream data and up to a 2.1A of current limit, assuming that you set the ILIM resistor per the datasheet.
