TPS65217: Which pre-regulator to use for 24V, 12V and 5V output?

The part you are looking for is most likely not a multi-channel PMIC. I will re-assign this question to the single channel power management team that focuses on wide input voltage devices.

I search LMR33620 in ti.com, there is the Webench in the right side, see the below link. 

Thanks for that. I am able to use it now but when I put in output of 24V with input of 25-28V, I don't get anything and get an error that design can not be created.

It looks there is limitation on Max duty, it cannot support 25V --> 24V. 

Increase Vin to 26V, then you can get the Webench design.

My Vin can range from 24V-28V. So I need to make sure even when Vin=24V-25V, that I will get Vout=24V.
