BQ24092: the pre-charge current is very low

Schematic diagram of charging management, where R6 connected to PRETERM has tried 0Ω and 1KΩ, but the pre-charge current is very low;
According to the existing configuration, the fast current should be 300mA;
When the lithium battery (3V~4.2V) enters over-discharge, the pre-charge current is too small, and it takes a long time to pull the lithium battery from 0V back to the effective voltage output.
Please help to find out the reason and how to modify it?

    The programmable resistor range for pre-charge should be within 1k and 10k.With a 0 Ohm value, the device will use a current equal to 20% of the fast charge; 1-kOhm will give 10%.

    By increasing the resistor value, you'll increase the pre-charge current as shown below.
