You can use the TPS546D24A to power the core rail of your FPGA. TPS546D24A allows stacking upto 4 phases. You will have to determine your voltage and current ratings of the core can be met by the TPS546D24A.
You can provide us more information on the voltage and current ratings, operating ambient temperature to help you further.

My customer is considering that the voltage rating is 0.85V±30mV, the current rating is average 46A/max 80A at Ta = 25deg (tamax is 40 deg).

The TPS546D24A should be able to meet your requirements.
Here is the TPS546D24A EVM board user guide. You can use this as starting point for your design. The Vout of the EVM is 0.8V which you can modify to your design needs of 0.85V very easily.

For the 0.85V +/- 30mV specification for the core voltage for the FPGA, do you know if that is required to be adjustable, or if it is a fixed 0.85V core with an allowable +/- 30mV tolerance?
If it is adjustable, how is the adjustment communicated to the power supply providing the 0.85V?
