I designed a power with LM5010, the input voltage is 48V, and the output voltage is 15v.The circuit is showed below down.

 

And the circuit can not work stable, as the SS pin always restart the IC. The waveform of the SS pin is the picture belowdown:

The VCC is 7.2V, and it is stable.

In the circuit, if C425 was removed, the waveform of the SS pin is 2.5V, and it is stable, too. But the output power is about 5.4V, can not reach 15V as the bootstrap cap was removed.

I have tested every pin of the LM5010, but can not find out the problem. Any one can help me ?
