What does "FLOW LB03" mean in figure 4 below? I can not find an explanation in the datasheet.

Thats what I thought too but could not find anything that referenced that package/leads.

The LB03 is just the Lead Bend option & matches the drawing referenced in the datasheet. It is a carry-over from NSC. There are other leadbend variations not included in the datasheet. LB03 has a SnPb finish as inferred in the datasheet. LF03 is the Lead Free version.
