Due to defects in the 431 series of materials used by other suppliers, the PSU will not start.
The specific phenomenon as follows
Phenomenon description:
When the PSU turned on for the first time, after the 431 R pole voltage rises to a certain value (this value is significantly lower than the Vref), K-A is turned on, producing a large current, which causes the PSU can't turn on. Therefore, Zener must be connected in series to limit the large current generated at this moment.
Please help confirm:

1. Whether this material has the defects similar to the above.
2. Can this material be used without series Zener.
