BQ27510-G3: Permanently unsealing device?

I've noticed that when I first started working with my prototype boards "fresh" off the assembler, the device always came up as unsealed (before I did any flash writes).  After writing the DFI file and sealing the device, I can unseal it and access the flash, but if I leave it unsealed and power-cycle it, it comes back as fully sealed (SS and FAS bits set).

Is this expected behavior? -- if so, is there a way to 'permanently' unseal the device so it always comes up unsealed after power-up until I manually seal it again?
