I am looking if there are any flasher ATE system available to be able to program several fuel gauge devices at a time.

Our applications team suggested to look at this app note: https://www.ti.com/lit/an/slua801/slua801.pdf. This app note contains example code for programming to the gauge using an MCU if one is available in your system. Since this fuel gauge supports flash stream files, you can use the parser to upload the golden image to the fuel gauge.
Some commonly known pack makers are Totex, Inventus Power, LG Chemical, Panasonic, etc. there are many out there. Pack makers usually have experience with flashing the gauge during mass production.
There is also this tool you can check out: https://www.ti.com/tool/BQPRODUCTION-SINGLECELL. Most customers go the flash stream file route or pack maker route listed above however, since TI does not support production tools.
