TPS2553: current limit when Vout is short

Hi team, 

Here is a requirement 

when output is short or load is constant current which is beyond programmed  current limit , then when it retries to start up again after 1st OTP ( shut down), the current is only ~0.8A with Vin=5V ( Vout is almost 0 at this time) , which is smaller then Ios ( setting to 1.7A) , is it reasonable? 

To my understanding, since Iout is larger than Ios, and it begins to draw current even Vout is very small, Vout cannot ramp up. There seems power limit. Please kindly add your comments. Thanks.
