is is also possible to debug the CA53 and CM4 via JTAG on this board or is there an (electrical) limitation?

I've debugged the A53 cores on the AM64x (an EVM though) running U-Boot/Linux using XDS110/XDS200 with CCS. The M4 is visible at least, and I have no reason to believe that it is not debuggable.
By default only the first R5f is running - that's the core used to boot the rest of the system. That core needs to talk to the DMSC where the SYSFW runs to power up the other cores before you're able to debug them.
Is there any actual problem you've run into?
Please note that I'm not TI, so you might want to wait for answer from a TI employee.

You are correct, the CM4 can be accessed through JTAG (A53, R5F, M4F and PRU cores all accessible).
