Or are there any OpenCV that TMS320C6748 can use?

No, C674x DSP can not use this OpenCV library as it is optimized for C66x DSP.

TI doesn't have C674x compatible OpenCV library, but there is VLIB which may meet your customer's need. Please check it out here: http://software-dl.ti.com/libs/vlib/latest/index_FDS.html.
