There are a few debuggers you can use, the EVM contains an on-board XDS110 debugger which can be used. There is also support for the Lauterbach as a debugger for the DRA829. Is there a particular debugger you are using?

The compiler on the chip depends on the core you will be building for. For example, there is the Clang compiler that we have now moved to for the R5F cores on the chip in the latest SDK 8.1: https://www.ti.com/tool/PROCESSOR-SDK-J721E. You can download the SDKs and take a look at the different compilers used for your cores of interest.
