I have two SD cards with this partition table

Both have the identical contents in /dev/mmcblk0p1 file system.

One of these SD cards will boot and the other won't.
On the non-working media, u-boot doesn't load, there's no activity on the serial console, I'm not seeing anything; so getting some feedback on what to check would be very helpful. This part is sitting on a Pytec SOM, if that helps at all.
I've run fsck on the file system, no problems. Both SD cards can be read/written.
