I am driving MCU_OSC0_XI with a clock buffer. I missed the requirement in the datasheet to connect MCU_OSC0_XO to PCB Ground. Will the clock input work without this connection to PCB Ground?

It may work sometimes, but you are likely to have problems. The oscillator uses a differential input buffer to create the internal reference clock, where the differential inputs are ac-coupled to the XI and XO pins. So not connecting the XO pin leaves one input of the differential inputs of the buffer floating.
