May I know the details of the restriction?
Also, is there a way for the customer to acquire a power adapter? 
What if he wants to return the kit because it does not have a power adapter?

1. I don't have recall the full background, but it's been a TI policy (at least for Processors) for a while now.  Not sure how other groups may handle this.

2. Yes, they should be able to buy something from places like DigiKey.  From the user guide:

DC_IN1 is a DC Power-in Jack Connector for the stand-alone application of

TMDXEVM6678L. It is a 2.5mm power jack with positive center tip polarity. Do not use

this connector if EVM is inserted into MicroTCA chassis or AMC carrier backplane.

3. Considering #2 ... No.
