I have a design that uses the TMS320C6416EGLZA6E3 DSP and I am having a problem where the power supplies for the core (+1.4V) and IO (+3.3V) are not able to come up and stabilize.  Passive impedance testing indicates that there is no direct short between the power planes, however when power is applied there is significant current draw on both and they do not stabilize to the correct voltage.  The +1.4V supply is only used on the DSP and no where else.  Investigation showed that Pin R6 on the DSP was incorrectly disconnected from the +3.3V power plane.  The documentation on this part indicates that Pin R6 is Reserved, but it needs to be connected to +3.3V (DVDD) for "proper device operation." 

The question is what happens if Pin R6 is not connected?  Can this be the source of the power issue that I am seeing?

    TI recommends following the data sheet  recommendation.

    Regarding the cause of the issue i would suggest isolating the supply and testing the power supply to ensure the supply works as expected to conclude the issue is with the SoC connection.
