TMS320DM8168: TMS320DM8168 JTAG/JLink Initialization for IcePick D

I am currently troubleshooting a legacy design based on the TMS320DM1868. 

Unfortunately it would appear the only available supporters JTAG tools are the XDS200 debugger, which cannot be used outside of a very old version of Code Composer - which is proving to be inadequate for the u-boot SPL debugging I am performing. 

I would like to use more powerful and modern tools, which would be accessible if I can initialize the JTAG on the processor using my J-Link Pro, however following the initialization sequence for the IcePick D initialization sequence does not work (https://software-dl.ti.com/ccs/esd/documents/xdsdebugprobes/emu_icepick.html)

While the JTAG-DP does appear as a TAP in the chain, and the JTAG ID returns correctly, There is clearly some initialization which is missing because J-Link is unable to correctly initialize the CORTEX-A8. 

Is there a more comprehensive document available for the IcePick-D? (similar to the data sheet for the C variant https://www.ti.com/lit/ug/spruh35/spruh35.pdf

Or is there a J-link initialization script which has been successfully used for this target ?
