The RGMII standard says the 20/80% rise and fall times should be less than 0.75ns. The standard also defines the output setup and hold requirements for the transmitter of RGMII signals and input setup and hold requirements for the receiver of RGMII signals. We typically do not worry about the rise and fall times as long as the setup and hold times are valid.

It would be best to follow the RGMII standard for rise/fall times, but the setup and hold times are the more important parameters.
