Yes. A53 and R5 can run arbitrary FFT sizes.

There is no TI specific implementation used but standard ARMv8-A or ARMv7-R. https://github.com/projectNe10/Ne10 is the libary used on A53 in that benchmarks app report. For R5 use for example https://github.com/ARM-software/CMSIS-DSP with documeatation in https://arm-software.github.io/CMSIS-DSP/main/group__ComplexFFT.html . The CMSIS-DSP includes the Ne10 as well.
