TMS320C6474 problems. Unconnected pins.

Hello!
While developing and manufacturing the board based on DSP TMS320C6474 were made several errors in its layout:

1. Pin E7 (RSV22) remained unconnected, but C6 (RSV20) connected to CVdd.
How far is it critical? Can the proccesor be not defined in the JTAG chain owing to this reason?

When connected via 60 pin JTAG following error message:

Error connecting to the target:
(Error -233 @ 0x0)
The JTAG IR and DR scan-paths cannot circulate bits, they may be broken.
An attempt to scan the JTAG scan-path has failed.
The target's JTAG scan-path appears to be broken
with a stuck-at-ones or stuck-at-zero fault.
(Emulation package 5.1.232.0)

When connected via 10 pin JTAG:

Error connecting to the target:
(Error -181 @ 0x0)
The controller has detected a dead JTAG clock.
The user must turn-on or connect the JTAG clock for the target.
(Emulation package 5.1.232.0)

We are used Spectrum Digital XDS560v2 STM JTAG Emulator.

2. Pin AE23 (DDRSLRATE) remained unconnected. Will work memory is DDR?
