Inconsistent Power/Temperature for CC6678

I am working to correlate a thermal model for a system with a C6678 and a TMS320DM816x. I have actual test temperatures that indicate the case temperature of the C6678 should be 2°C higher than the TMS320. However, when I use the provided TI calculators for determining power with a known case temperature and operating conditions, the power dissipated by the C6678 is lower than the TMS320. This doesn't seem possible considering the thermal specifications of the two products are nearly identical.

The TMS320 is in near perfect agreement with the thermal model predicted results, however the C6678 is much lower than the measured results, as expected with the lower power.

Is there something wrong with the spreadsheet?

    The power estimation spreadsheets are an estimate of the Worst Case power consumption, this is what you will find for the TMS320C6678 device. I'm not sure if the TMS320DM816x devices have power spreadsheets but I assume they do.

    Many of the devices will actually how lower power consumption than what the power spreadsheets provide for the given usage conditions. But the will not have a higher power consumption for the given usage conditions. They are screened to ensure power consumption will be at or below the power consumption spreadsheets.

    The spreadsheets should be used to provide information in order to design adequate power solution and thermal solutions.

    Also please include full part numbers, the statements regarding 'The TMS320' doesn't meany much, both the C6678 and DM816x devices are prefixed by TMS320 (i.e. TMS320C6678 and TMS320DM816x)
