I think, Davinci HD ARM based test code and board support library are available for download as zip file from the SD support page below:

Usually, the demos are written to support up to 720p; if you like to support 1080i, you would certainly need to modify more  than just the VIDENC_params... May be, you could check the below e2e post:

Codecs do provide the resolution supported by the codec in their *User Guides Document*  which can be located under the codec server. (for example: H264_Encoder_DM6467_UserGuide.pdf can be located under dvsdk_3_10_00_12\cs2dm6467_1_00_00_06\packages\ti\sdo\codecs\h264enc\docs).

DVSDK 3.10 download page is available below which should support 1080p30 out of the box:
