TMS320VC5510A: Core voltage vs processor speed limitations

The 5509a datasheet lists 3 non-overlapping core voltage ranges associated with 3 clock frequencies. 

for 108MHz: CVDD Device supply voltage min=1.14 typ=1.20 max=1.26 Volts

for 144MHz: CVDD Device supply voltage min=1.28 typ=1.35 max=1.42 Volts

for 200MHz: CVDD Device supply voltage min=1.55 typ=1.60 max=1.65 Volts

Does this mean if I am running at CVDD core = 1.35V I cannot run the processor down to 100MHz to save power when needed?
