TMS320C6414: Unused pins

My customer is asking for unused pin handling on TMS32C6414EZLZ6E3.

Below are what customer is planning on their board.
(1) HD(31-0) : NC
(2) /HINT : NC
(3) HCNTL[1:0] : PD
(4) HHWIL : PD
(5) /HR/W : PD
(6) /HAS : PD
(7) /HCS : PD
(8) /HDS1 : PD
(9) /HDS2 : PD
(10) /HRDY : PD

Could you check them and let me know if something needs to be changed?

    Old device, limited guidance given the datasheet does not explicitly provide this guidance unlike our newer device datasheets and schematic checklist. 

    Talking with some experts internally, here is our best effort recommendation 

    The main control signals are active low and should be generally pulled up to disable the interface. It’s especially important to pull up the /HCS signal. From the datasheet it looks like we don’t have internal pulls (which we would on today’s devices) so best practice would be to pull all of the control in a general direction (maybe match the /HCS direction).

    HD[31:0] pins should be HI-Z when the control signals (HCNTL[1:0], HHWIL, HR/W, HAS, HCS, HDS[2:1]) are in the inactive state (pulled-up). The HD pins do not need external pulls.

    Looks like the HPI bus in muxed with PCI in this device. You should make sure that pin AA4 (PCI_EN) is also pulled down.HRDY is an output and it can also be N/C along with HINT.
