I didn't understand the calculation of target application recovery tolerated delay for ,why 2 is multiplied to 1/4khz ?

Hello,

It should be per the IEC 61850-9-2 on process - Sampled values Less than two consecutive samples, as listed in the Table 5. Recovery Delay Demands as Shown in IEC 61850-5, from the TIDEP0053.
