The reset chip of TMS320C6713 uses tps3823-33. If JTAG fails to connect when powered on, manually reset tps3823-33 and JTAG is connected successfully. Please help to analyze the cause?

At this point it's unclear if you are seeing an error because of a JTAG initialization issue or a device initialization issue. I would like to point out page 95 of the device datasheet--it includes some important information about TRST and RESET: https://www.ti.com/lit/ds/symlink/tms320c6713b.pdf
Some additional datapoints would be useful in determining what is going on:
1] In what way does "JTAG fail to connect when powered on"? If you are trying to connect to the target via CCS then please supply the error number.
1a] You might also want to try a "Test Connection" through CCS to verify if JTAG is functional when you are having trouble connecting.
2] If you have an application loaded into the device is there a way to determine if it is behaving correctly when you run into the JTAG connection issue?
