Please add this IMAGE_INSTALL_remove = "kernel-image-zimage kernel-devicetree kernel-modules" line to build/conf/local.conf to remove the kernel and its device trees and modules from your rootfs.

I set it the way you did, but it didn't work. It doesn't seem to be controlled by this variable.
Please, also add these variables.

ARAGO_BASE_remove = "curl"
RDEPENDS_packagegroup-arago-base-tisdk_remove = "cifs-utils iptables"
RRECOMMENDS_packagegroup-arago-console_remove = "kernel-modules"

I tried your method, it didn't work, I tried using the BAD_RECOMMENDATIONS variable, but it didn't work.

You can either edit the recipes which copies their modules to /lib/modules/4.9.69-g9ce43c71ae/extra/ or create a custom do_deploy[postfuncs] function and remove all the modules from this directory after deploying to rootfs. Please, see this post for more details.
