The '245 is not a good choice for this level conversion. The data lines can be bidirectional per programmed timeslot. The TXS0108 is a better choice for true bidirectional level shifting. This is implemented on the TMDSEVM6678 EVM.

I am connecting 3 devices on the same TSIP with the rate of 16MHz so it need to be open drain.
do you have recommendation for that?

I would need to understand more about the other devices connected to the TSIP data lines. What are the characteristics of the other inputs and outputs? Also, how is the output drive control managed with them? Is the connected data bus a TDM stream where timeslots are assigned and driven by more than one driver? What is the maximum data rate?
