TMS320C6655: Can user control VCNTL [0: 3] signals?

Hi.

We are using TMS320C6655CZHA25 with LM21215AMH-1/NOPB and LM10011SD/NOPB.

I would like to know if the DSP's VCNTL [0: 3] is a signal that can be directly controlled by the user, or a signal that is fixedly sold when the product is manufactured.
If so, which register should I control?
If not, can the user only see the value of VCNTL [0: 3] in the PSC register?

The VCNTLID field value of my board is 0x0FFF0000. Is it OK?

    There is no way to directly control the VCNTL lines, these are controlled by the SoC during the reset sequence to set the proper voltage on for the device.  The VCNTLID bits from the register read you provided are 111111b.  This is a valid setting for the part.  If you probe the VCNTL lines when the part is reset, you should see 111b on the VNCTL[2:0] line when VCNTL3 is low and 111b after VCNTL3 goes high.
