INVERT_CLKOUT should remain 1 regardless of CLK to DQS trace length, does this only apply to DDR3? What about DDR2 and LPDDR?

Yes, DDR3 has a completely different spreadsheet and appnote as described in the wiki. For DDR2 and LPDDR, follow the guidelines in the wiki
CMDx_PHY_INVERT_CLKOUT - In addition to programming these registers with 0 or 1 as defined below, plug this value into the spreadsheet to get the proper values for other registers
