In UART BOOT mode the datasheet states the oscillator frequency is required to be 24MHz. Is the 24MHz oscillator used directly to calculate the 115,200 Baud rate or is there an internal multiplier or divider first before the baud rate is calculated?

The baud rate is calculated using the UART input clock source which is PLL SYSCLK2 as shown in Figure 6-1 of the TRM.
You may also refer to section 29.2.1 "Clock Generation and Control" in the UART chapter of the TRM.
