Does GC5316 support boundary scan IDCODE and EXTEST instructions?
Where can i get BSDL file for 5316? Datasheet says - "available on the web", but there is no bsdl for 5316 on ti's website.

The GC5316 ver 0.3 BSDL file is attached. The JTAG tests do not support internal scan, that is all that is listed
in the data sheet. Our parts typically have a unique ID code.

The standard Load output, latch and read inputs, and send ID code are supported. No internal scan modes are supported.

The GC5317 and GC5316 share the same die, and device connections. The GC5316 is the general catalog part number.
I have forwarded the IDCODE questions to the designers, although I don't see the IDCODE instruction. I will send an update to the
post, if they have an ID value, or method to read it.

The GC101 W2 and W3 jumpers select the EPC2 EPROMs in the standard 2-3 setting. If these are changed to 1-2, then the JTAG connector goes to the daughterboard.
On the daughetboard, MPU address 0x40, bit 12 is the JTAG-TRSTB it must be set to '1' to use the JTAG functions.
I would run the interface, at 10Mhz, to check the bit stream.

W2 and W3 jumpers are set correctly, (1-2), i found it from schematics. I will check JTAG-TRSTB bit.
Upd:
1) I power on the board, try to scan chain - doesn't work;
2) Then i connect with Studio, build and load project - scan chain doesn't work
3) I _read_ JTAG-TRSTB - it is set to 4096. And only after this read device appears in scan chain! Not write, just read :)
Yeah! The Device is working properly at last!
One question left: what does this MPU address 0x40, bit 12?
UPD: it drives C12 -> TRST_N high through U12 registers, right?
and trigger didn't get clk edge after powerup, so C12 not driven high until any transaction, althoug in fpga registers it has "high"...

In the attached schematic, MPU address 0x40 is used for special functions outside the GC5316. Bit 12 is the TRSTB signal. This needs to be 0 when power is first applied,
after the power supplies are stable, it can be pulled high for JTAG use, or left low for normal operation.
