#un means number of unencoded bits
#en means number of encoded bits
However, both are running (accumulating) totals as you read from left to right.
So the first 4 unencoded bits are labeled with #un=4. The next four are labeled with #un=8. If the frame was longer, the next nibble would have #un=12, then 16, etc. (incrementing by 4).
The #en labels would go 5, 10, 15, 20, 25, …
