FDC2214: Design a proximity sensor which located on the ground surface

I am designing a proximity sensor which located on the ground surface. 

i have tried with several method such as 

but the detected distance dramatically decreased when the sensor set on the ground. 

Is there any method to avoid this problem?

    You need to reduce the fixed capacitance between the sensor and ground plane. You can use a larger physical sensor or move the ground plane away from the sensor. Consider hatching the ground plane or using a lower dielectric constant material between the sensor and the ground plane.
