AWR1642BOOST-ODS: AWR1642 BOOST ODS error

Good day!

Our customer use the T AWR1642 BOOST ODS, he test the demo which link below

Question 1 : He met this error 

Could you help me to confirm how to solve this issue ?

Question 2 , the  jtag can't connect when change the device to functional mode , is it normal ? the Jtag only can be connect in dev mode ?
