I have clients who are very interested in the elderly fall program and want to understand the fall algorithm 3D People Counting. Is this a separate charge? Or is it free in the SDK?

This is not a separate charge. You can find resources for fall detection here on the experiment page for it in the radar toolbox.

Is the software code for fall detection open source? Or just firmware? Is it possible for the customer to make some modifications on his own in the future?

Yes. The code can be found in fall_detection.py in the radar toolbox under the path tools/visualizers/Industrial_Visualizer.
