From they layout guild says ground plane , does it mean that the layer closest to the Temp Sensor needs to be laid with a ground plane, or should I just hollow out all the wiring layers under the IC? Thank you.

Hi Louis,
The ground plane acts as a thermal path or thermal coupling with the heat source on the PCB. This improves thermal response of the temperature sensor because of the thermal conductivity of the metal traces/plane. The plane is then connected to the ground pins through vias.
