HDC302x Silicon userguide shows following flowchart for Trigger on demand.
It doesn't have wait time for 12.5ms (Low Power Mode 0:0x2400).
Yellow highlight shows 16ms, is it waiting time for 14.1ms(max)?

The HDC302x Silicon Users Guide Figure 3-1 is not meant to imply you need to wait 16ms.
The HDC302x has a programmable measurement duration tmeas, depending on the selected low power mode. Please refer to the datasheet spec below. As you said, for low power mode 0, the typical tmeas is 12.5ms and the max tmeas is 14.1ms. A waiting time of 14.1ms is appropriate.

The required wait time (measurement duration tmeas) is specified in the HDC302x datasheet. Please also refer to the datasheet section 7.5.7.2 Trigger-On Demand. In your software, you can wait for the typical tmeas and then try reading; if the HDC302x NACKs, that means the measurement isn't complete and you should continue to wait.
