Is it possible to estimate the measurement error of the TMCS1126-Q1 introduced by any external magnetic field? Do you have any formula for this that takes distance, angle and strength of the field into account?

We demonstrate how to calculate this error in the datasheet. Keep in mind that the sensors are z-axis oriented, so you will need to find the normal of the field presented to the sensors for B_EXT:

For a given radiator, yes, Amperes law would be fine for estimation. Here's what I mean by z-axis orientation:
I'm showing an SOIC-8 here (such as TMCS1100), but the principle is the same. The sensors in the device are oriented on the lead frame such that they only measure magnetic field in the z-axis direction, so the vector you calculate off of your B field equation at the point of the device would need to be broken into its x,y,z components, and only the z component of the field will matter.

In regards to the ROHS question, yes, the TMCS1126 is ROHS compliant. We address ROHS at the company level generally with our statement provided here.
As we show in the product page, the TMCS1126 does pass ROHS compliance:
On the sensor spacing question, unfortunately I cannot answer this for IP reasons. What I can say is that is is multiple sensors (ie, >2) working in the area to achieve the 40dB of rejection we have listed in the datasheet.
