Does the TMP513 use an internal clock for its conversions and/or state machines? If yes, what is its frequency and how is it generated? For compliance/certification, I need to document all the different clock domains on my board.

Yes, all our digital temperature sensors use an internal clock that drives the state machines and other digital logic circuitry. Its against TI policy to share details internal to the chip. Unfortunately we cannot provide you this information since clock is generated internal to the device.
If your concern is with regards to clock domain frequency of components placed on your board. TMP513 serial frequency can range between 1kHz to 3.4MHz depending on Fast or High speed modes.
