I want develop a sensing switch using Touch-On-Metal Button mechanism without either moving or bending of metal target. is it possible?

This is not possible with inductive sensing since inductive sensing requires moving metal. Your idea could work with capacitive sensing. The link Vaibhav suggested is a good resource for getting started with capacitive sensing.

If the cover is left floating instead of connected to ground, then it might detect the capacitance of a finger when the metal is touched. We can't test this ourselves, so you would need to create some prototypes to test.
