Using a capacitor at the voltage divider is not required and should not be used when using a ratiometric approach. When not using a ratiometric approach, adding capacitance at the voltage divider output can be used to filter the divider voltage, but it will increase the response time. However, an alternate solution would be to add a capacitor to Vbias to filter noise in the system.
